is used to mean ‘on the assumption that’, and being participial is open to the often tiresome objection that the subject of the sentence has to be capable of assuming things, whereas of course the conceptual subject of the phrase is the people involved. It can be followed by a noun (or noun phrase) or by a that-clause:

• Assuming an average of three feet per step, this equates to patients walking around an extra three quarters of a mile each day —Medical News Today, AmE 2005 [OEC]

Assuming that the museum is open on Monday, the car will pick us up at 10 a.m. There is no doubt at all about the intended meanings here.
